I have an Iphone 4 and was wondering if its possible to lock or secure an App or if you group several apps into a folder if you can put a password for the folder

Nope. You can only lock the phone itself.
Individual apps themselves can have an option of requiring a password to launch or to open any of their own content. But, that is up to the developer to include that feature or not. The iOS itself does not offer any such function.
If you want to protect something like photos, videos, or documents, you can sign up free for Dropbox, install the app on your phone, and set a passcode whenever you launch the app. That way nobody can see your pictures and you can access them on your computer.
If they are other apps, no, you cannot.
