Why do I get "The disk "Restore Image" is the restoration disk and cannot be restored." when the only disks in the machine are an empty hard drive and an installation CD?

You'll have to provide some more details. What are you trying to do when this happens? Does "Restore Image" correspond to the name of an optical disc or disk image file or anything else, that is known by you? What version of Mac OS X is relevant to this situation?
Hi, and welcome to Apple Support Communities.
Have you formatted the hard drive using the Install disc's Disk Utility? If it's a new hard drive, it has to be formatted before you can restore the system software.
