Multitasking is built in to iOS, there is no way to "get it." If you are refencing the bar which shows your recent apps (often confused as the multitasking bar), just double tap the home button.

Hey everyone - sorry to be a party-pooper, but;

multitasking is only available on the 3rd gen Touch and later. Although the 2nd gen Touch can use iOS 4, it cannot perform multitasking. This is mentioned in the page linked by roaminggnome.

The original poster states that he/she has a 2nd gen Touch, as do I. No multitasking for me either...

You can get Multitasking on iPod Touch 2g only if you jailbreak the device, though it does lag a lot when having that feature because it's not really supported.
