Managed -> Make sure the drive is formatted Mac OS Extended (Journaled)
1. Quit Aperture
2. Copy the Library from your Pictures Folder to the External Disk.
3. Hold down the option (or alt) key while launching Aperture and in the resulting menu select 'Choose Library' and navigate to the new location. From that point on this will be the default location of your library.
4. Test the library and when you're sure all is well, trash the one on your internal HD to free up space.
Referenced -> FIle -> Relocate Masters will move the originals to the external.

Best, or easiest?
The best set-up for you is to leave the Library on your system drive, purchase a dedicated external drive for the your Masters (FW400 is actually fast enough), and relocate all (or all but your most recent) of your Masters to this new drive. There is much information available on this, including in the User Manual. Take a look and ask more.
The easiest set-up is to buy a new fast external drive (FW800 or faster) and move your Library package (using Finder, with Aperture closed) to this new drive. Double-click the Library file in Finder after moving it, and run Aperture from there. Every time you launch Aperture that Library will load as long as it is available.
Note that in each case you will want to change and verify your back-up scheme.
