I talked with an apple tech person. He had no suggestions except to find someone who spoke Chinese or to go to an apple store about 90 miles from where I live. I was able to download itunes to my PC and the default language was English but my ipad is still in Chinese. I tried to sync itunes with my ipad but it has been syncing for 3 hours and nothing has changed on my ipad.

Plug it into your computer and use iTunes to do a full restore. This should reset the iPad to English and allow you to select your language.
