It means that it is a phone that has personal hotspot/Internet tethering set up. Basically it's a phone being used as a Wi-Fi hotspot.

Thanks.
Is it Wi-Fi, Bluetooth, or what?
It's WiFi.
I get that symbol with Bluetooth tether to the phone. My phone doesn't have Hotspot enabled. It's the "USB" tether.
If it's WiFi why the special symbol? Sure it's not Bluetooth?
You do see the heading on the dialog box in your screenshot, right?
It is a Bluetooth tether indicator. I also see it when my iPad is tethered to my Mac for AirPrint printing to my USB printer connected to my Mac.
Thanks everyone, this is good to know. I had not seen this symbol before.
Yes, I do see the heading. Bluetooth and WiFi are both "Wireless" technologies.

De nada.

No ****?
In this instance..Blackberry has native tethering at no additional cost. They achieve this by using the phone's apn. This symbol means it is using a mobile apn which will allow most apps but prevent ones that require a "true wifi"connection like amazon instant video. Also why it shows up in Bluetooth tether.
It is also a thread that is a year and a half old.
The symbol hasn't changed and the answer was incorrect. My wife asked me the question and referred me to this post that was the top hit on a google search.
What does this wireless network symbol mean?
