How to correctly setup Internet sharing

I have been trying to use my Mac Mini with Lion Server as a router for my network with no success. I have tried the wizard and it finishes and nothing works.

I have a Cable Modem connected to the Mac Mini via the USB connector and the server surfs fine. The DHCP server is now correctly working I think and the clients are getting the correct IP addresses now.

Wow I really thought there would be other people out there trying to do the same thing as me but I guess I was wrong. So many views and not one comment 😟

In case your wondering why I want to use my mini as a router its because I want to setup web filtering for my whole network. I am sick of all the adds etc. I currently do it using the host file on my Mac but want to do the same for the entire network plus I thought it would be easier having the server directly connected to the modem for access to the web/email/vpm and other services i am running.

I just want to know if there is an easier way to setup the sharing because what I have tried so fat isn't working.

I followed directions here to setup the custom IP address I use and that fixed the DHCP server issues I had and the clients seem to be getting the correct setting now. I also remove the router address from the network card used by the internal network as people mentions is required and still nothing. Only the server will surf, can't get any others working.
