Iphone 4 TV OUT!!

I've read and read but I still cannot get my iphone 4 to send video to my TV. I bought the composite AV cable, tried connecting it and nothing! For hours I've tried different "advice". There is no TV out setting! Pleeeease help me! So frustrated!
