Hold the Option key and click the Go menu. The Library will appear. Then you can make an alias to it.

To Unhide Home Library in Terminal:
chflags nohidden ~/Library
The Library folder in your home folder is hidden by default in lion. You can unhide it with this terminal command:
chflags nohidden ~/Library
You can make it visible again by executing the following command in the Terminal:
chflags nohidden ~/Library
Make a note of that, as you'll have to repeat it every time there's a system update (judging from the history with 10.7.1, 10.7.2 and 10.7.3).
Thomas noted that you will have to do this with every OS update.
If you drag the Library folder to the sidebar to make a link to it, it will remain available in the sidebar even if it gets hidden again in the user folder with the next OS update.
Resetting Home folder permissions also hides it again, which is why I use an alias.
Well I suppose you could create an alias to it in the User Folder also. That should remain visible like the sidebar ailas despite any updates.
