File version support on AFP mounts. When does it work?

The file version feature works fine when I mount my Time Capsule via AFP. Why doesn't it work on AFP mounts from Lion Server? It seems at a minimum that the Support article is incorrect. Versions certainly do work sometimes via AFP network mounts. Does anybody know what keeps it from working on some mounts but not others?
