how do you get the system to stop opening a window to choose what you want to do when you click?

in the finder or any app. when I click on something a menu drop giving me options . I donwanna
What you are describing is a right click or Control click. Visit System Preferences > Mouse > Make sure that "secondary click" is assigned to the right side of the mouse or turn it off altogether.
and it doesn't always do it
In that case you're probably have a stuck Control key or accidentally hitting it when you click.
