Could not activate data network - zain Kuwait

I recently updated my iphone 4 to ios5. and lost my data conncetion. i get the message: Could not activate cellular data network PDP authentication failure.

I called Zain (my carrier) the call center keeps giving me a lame explanation: they are updating internet services!! no one else in my area has the same problem.
