Well if the services location is turned off from the device, can you force turn it back on through iCloud. This reason I ask is because I lost my ipod but then through the tracking system I tried looking for it. It was working well until the person who found my phone turned off the tracking service. So any advice here?

Location services are a part of your iOS device (or Mac). You don't "turn on" location services with iCloud. You can visit http://www.icloud.com and use Find My iPhone to see the location of the device if you want (assuming you have enabled this from the iPhone first).

If I recall correctly, Location Services must be on for Find My iPhone to work, but it is easily turned off. You should have a passcode enabled in order to prevent this, and you can enable restrictions on Location Services in the Settings. If it's already off, it's off. As far as I know it cannot be turned on remotely.
Sorry but no, you cannot turn on Find My iPod or Location Services remotely. If the finder turned it off, there's nothing further you can do.
