I checked the for the Google Latitude app for iPhone at the Pakistan store and I do see the app but I do not see it available from the Mac App Store for the Mac OS X. (You posted in the "Using Mac App Store" forum.
According to this link you should be able to download apps > iTunes Store: Which types of items can I buy in my country?
Not sure if it applies to your situation, but your credit or debit card credentials must be associated with the same country where you reside. Even if the app is free, Apple verifies your credit or debit card credentials with every download.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. This is enforced via the billing address associated with your credit card or other payment method that you use with the iTunes Store, rather than your actual geographic location."

Apr 5, 2012 5:05 AM in response to sarocheby Dah•veed,The Google Latitude app is not available in the Pakistan iTunes Store. That would be a decision made by Google and likely has to do with the Pakistani government.
You can use Apple's instructions for creating an Apple ID for free apps without a bank card in Pakistan. Apple does not verify your bank card with every download because, as you can see, there is a None option available in Pakistan, as in all iTunes Stores.
