Can you increase the momentum of scrolling in Safari? (iOS 5.1)

So, my iPad 2 has a really nice speed to the scrolling in Safari, but the iPhone seems to...lag. It just kind of feels like it's a) not as smooth, and b) loses .the inertia really quickly. Is there anyway I can change the sensitivity of this?
