- Do you mean that if you go to the Map app that it can't find its location? If yes, then does it find its location if connected to other networks?
- Is location servoce turned on in Settings?
- Did it ever work with that network?
For location the iPod uses the location of nearby routers that are in Apple's database. Not all routers are in that database.

If you mean that you are connecting via a device like a MiFi (wifi hotspot that connects to the internet via a cellular connection), then to my knowledge yu can't get your location on the iPod since, as I said, it uses a database of router (wifi hot spot in your case) location. A MIiFi does not have a fixed location.

A mobile hotspot does not have a fixed location so there is no way you can use location services unless you also buy an add-on GPS like http://www.amazon.com/gp/product/B003YLS7AC/ref=cm_cd_asin_lnk . Of course after getting an iPod, a mobile hotspot and a separate GPS, you might as well just get an iPhone.
