Disappearing LTE Hotspot options?

I've been using the LTE hotspot functionality on my iPad for the last week. Works like a charm. Great feature.

Today, even though I have LTE coverage, the option to turn on my hotspot is gone. It's been like this all day.

I've tried turning LTE on and off. Tried turning data on and off. Tried restarting the iPad... nothing.

Contacted my carrier (TELUS) and they say they support it, unlike AT&T, and they say it must be an iOS issue.

Anyone else see this? Is there some minimum signal strength requirement/threshold before the hotspot becomes available?
