Since you already have an Internet gateway device (the Westell), you just need to reconfigure your AirPort Express Base Station (AX) as a wireless client. In this configuration, the AX will join the existing wireless network and be available to share an attached USB printer to all other network clients.

Note: Although you can connect a multi-function printer (one that provides scanning, copying, faxing feature, in addition to, printing) to the AX's USB port, the AX will only support the printing feature.
