can i use iTunes match as back up
If my hard drive crashes with all my music, can I download all the songs from the icloud using itunes match?

You can but you probably shouldn't rely on iTunes match to do that, it's always best to keep a hard copy of your files, in case the service gets cancelled or is interrupted somehow.
