the ringtone folder is not in the itunes library. I've read other posts on how to find it and still don't see it. I see one for tones. I tried to move a ringtone to the music file for it to automatically populate the folder and that didnt work either.
Tones is the new name for Ringtones. If the entry is missing in the left-hand column of iTunes then enable it from Edit > Preferences > General tab.
If your existing tones are not syncing properly to your iOS device then uncheck the option to Sync Tones from the Tones tab when the device is connected, sync the device,check the option and sync again.
A properly constituted .m4r file (<30secs AAC at 128k) thrown into the Automatically add to iTunes folder should end up getting added to the correct section of the library.

TT, thanks for your reply but it's still not working. I followed the steps to turn the song into an .m4r file and moved it over to the music library and it didn't move to the "TONES" file. What am I doing wrong?
Before moving the m4r into iTunes, have you deleted the m4a files that was created for ringtone? You have to delete it from library before it will accept your m4r.

Your ringtone m4r file must be less than 40secs duration.
40? Everything I've read says 30... 😉

Yes, tt2. I have done all mine for 40secs. Anything above 41 will not appear under Tones. :-)
