Log in to the Store. Click on "Account" in your Quick Links. When you're in your Account information screen, go down to Purchase History and click "See all".
Find the item that is not downloading properly. If you can't see "Report a Problem" next to the entry, click the "Report a problem" button. Now click the "Report a Problem" link next to the item.
(Not entirely sure what happens after you click that link, but fingers crossed it should be relatively straightforward.)

Just in case (after clicking the button), try minimising and then maximising the iTunes window. (If it's the webkit engine refusing to display the links, that might knock some sense into it.)
If no joy there, try going back to the iTunes Store home page, and then going in to Purchase History through Account in your Quick Links again. Do the links appear this time? (same sort of theory ... trying to get the webkit engine to "refresh" its view and bring the links into sight.)
If still no joy, after clicking the Report a problem button, try clicking in the general vicinity of where the links should be. Granted, it's a bit tricky to click on something you can't see ... but with any luck the following screenshot (of my Purchase History) might be of some help with determining where the links are supposed to be appearing for you:
