If I can assume you have set Photoshop CS5 to be the external editor and are then sending an image from within Aperture to Photoshop via 'Edit in Photoshop CS5' command, then you may be running into a known issue mentioned here:

In short, saving the file in Photoshop via 'File > Save' (or Command + S) does not update the preview but does update the thumbnail (when in split-view with the filmstrip showing in Aperture 3.2.3). We are waiting for a fix from Apple on this one.

I belive your analysis is correct as I can only export to the desktop and the import back into Aperture.
I would assume when the issue is resolved that there will be a new Aperture Software update ?

Hopefully that will be included in the next update (3.2.4?). It makes sense since Apple has posted the KB article identifying the issue as known and a work-around option.
Note - I have found that simply saving in PS CS5 (and the CS6 beta) and then restarting Aperture 3.2.3 updates the preview on my machine, but others have reported that any apparent work-around has been temporary.
Here's to hoping and sorry I didn't have better advice.
