Why doesn't Siri display weather in small towns it only does weather forecasts for city's

When I first got my iPhone 4s I turned it on did all the setup stuff then I talked to Siri I said hi and Siri replied by saying hello like usual then I ask what's the weather Siri said turn location services on so I do then i ask what's the weather and Siri said sorry something's wrong please try again. I've tried resetting it and turning on and off location services but Siri only seems to display weather in big city's not little towns where I like. Does anyone have any ideas how to fix Siri??
