Is there a way to restrict users to change desktop background (including by right clicking on an image on safari/firefox)?

Is there a way to restrict users to change desktop background (including by right clicking on an image on safari/firefox)? Are there any software which can do this?

FYI - spoke to Apple senior OS support engineer, He said there is no way.

Not sure on 10.7.x, but I suspect it's the same as what worked in the past, that is Locking the folder that holds the Desktop pics, & or locking/changing permissions on...

/Users/TheirUserName/Library/Preferences/com.apple.desktop.plist

/Users/TheirUserName/Library/Preferences/com.apple.systempreferences.plist

Whew, I did it I think replace these 2 files with the pics you want, must be renamed to these if not these names, then Lock them or in that account have Safari choose a Desktop pic, lock the .png, choose another it saves a jpg, lock that one...

/Users/ThatUser/Library/Safari/Safari Desktop Picture.jpg

/Users/ThatUser/Library/Safari/Safari Desktop Picture.png

Unable to change after that

No the pictures are in users "Pictures" folder, it has .jpg extension. If i right click on the pic it has an option "Set Desktop Picture" which allows me to set that pic as desktop background.

In "Safari" folder Ive locked file "Safari Desktop Picture" with these extensions: bmp, dds, gif, jpeg, jpg, png, psd, pspimage, tga, thm, tif and yuv.

Again saving picture as desktop backgroup from Safari is Blocked now.

Is there a way to restrict users to change desktop background (including by right clicking on an image on safari/firefox)?
