Still doesn't make sense.... but I'm guessing you want to copy the contacts from the SIM card to the phone. If so, Settings>Mail, Contacts, Calendar>Import SIM Contacts.

You can not export contacts to a SIM card. The iPhone does not store any data on the SIM.
