I rented a movie that is downloading but in the middle of the movie it says there is an error so I rented it again and there is still an error, will I be charged more than once for the movie?

Try deleting the cached downloaded files from one of the locations mentioned below.

Windows Vista:

\Users\username\Music\iTunes\iTunes Media\Downloads\

Windows 7:
\Users\username\My Music\iTunes\iTunes Media\Downloads\

Windows XP:
\Documents and Settings\username\My Documents\My Music\iTunes\iTunes Media\Downloads\

To see if you paid two times, just check your iTunes Store purchase history. If you see purchases that you didn't make, contact the iTunes Store people using Express Lane.
