Turbo Boost turns on whenever the CPU is being heavily taxed. Boost is typically around 10 percent. If the clock speed is 3 GHZ, turbo speed is around 3.4 GHz.
Here is the specs sheet for thei7-2620M your MacBook Pro will go up to 3.4GHz. That is Intel's listed Max turbo frequency. I don't know if your processor will ever reach this, but it's the set max by Intel.
You can also use the Intel Turbo Boost Monitor and view Turbo Boost's activities through Windows installed on Boot Camp.
