Is this a spam/malware attempt ?

I received this email today - the attachment/payload url looks decidely funny and not Apple nor iCloud like at all - so deeply suspect

anybody else seen or received this apparent spam or malware effort - although it has not been detected by my Sophos a/v, that could be because the package/payload is not downloaded . . .
