Could I upgrade my late 2011 MBP from its Sandy Bridge i5 to the newer Ivy Bridge i5 when it is released? If so what would I need to do to make that happen?

In a word no. Well actually yes. Buy a new MBP if it comes with a new Ivy Bridge i5.
The processor is soldered directly to the logic board (it's the same for the vast majority of notebook computers). For all intents and purposes, it's impossible to do.
Replace Sandy Bridge i5 with Ivy Bridge i5
