I can FaceTime on iPhone on 3G. Why can't I with iPad? I'm not interested in a jailbreak, I just want to know why it works for one and not the other.

Did you turn on FaceTime in Settings>FaceTime>On. Are you signed into your Apple ID in FaceTime?
FT only works with wifi. It does not work with 3G.

I have no idea, that is sort of like saying why doesn't my car start.
Ipad 2 does not support facetime on cellular (3g) network... U will have to buy ipad 3 /4 / mini for that...
