computer has gone insane - please help!

My gosh, I've never seen anything like this.

2 totally bizarre things have just happened...

1) Speech is on. For everything. Speaks everything from where my mouse is hovered to what website I'm opening. Yes, I turned speech off in prefereneces. Yes, I turned it off in finder/services/speech... I never use speech nor turned it on in the first place
2) Under my apple menu... there are 2 Restart, Shut Down, and Log Out choices. Yes, TWO!

The ONLY thing I've done to my computer this past day is attach an external, 100% brand new apple Keyboard & mouse. But I unplugged those and restarted several times already.

Anybody?

Every once in awhile when one makes changes some System Pref gets changed, or some other plist file goes wacko (my systemui plist is especially prone to odd ball changes--installing the Security Update caused it to rearrange things for instance). I'm sure your new goodies are absolutely fine. Plug them back in.

Go to System Prefs->Universal Access and in the Voice Over section turn off VoiceOver. For good measure you can also go the Keyboard and Mouse pref pane, Keyboard Shortcuts, click the disclosure triangle for Universal Acces and uncheck the shortcut for Turn VoiceOver on or off, so you don't inadvertantly turn it on again. I've seen people whose two-year old managed to hit the key combo and freak out the poor parent. Oh, when it is on it also "doubles" the menu item. I would bet you accidently hit the key combo to activiate while fooling with your new keyboard.
