Open the Terminal in the /Applications/Utilities/ folder and run:
cupsctl WebInterface=yes

I just received this prompt in Mountain Lion. May be first time I've tried to print from ML, but it was working in Lion before.
In your response "open the terminal", you don't specify whether to run as the user with admin rights, or with sudo. I tried both, and neither worked.
I've noticed permission problems in CUPS before, and it was not very obvious how to fix it. Any suggestions what to do when the cupsctl command seems to not work?
I just had the thought that maybe CUPS used Apache for the Web Interface, so I checked Web Sharing. No, Apache is turned off on my Snow Leopard machine, on which CUPS Web interface is active. However, I also noticed there is no Web Sharing item on the list in the Sharing Pref Pane. That's another item to look for.
I am able to print from ML; I just can't get access to a Web Interface for CUPS.
Ok, I found this reference:
http://superuser.com/questions/183553/cant-change-cups-settings-on-mac-os-x
which say root user must be enabled for CUPS to work right, then I found this:
http://support.apple.com/kb/HT1528?viewlocale=en_US
about enabling root user on Lion. Read it it detail; access to the Directory Utility is much more obscure than it has been in the past, but it is still there.
I enabled root, then discovered I had been mistyping the
cupsctl WebInterface=yes
I corrected spelling, then disabled CUPS Web, disabled root, and re-enabled CUPS Web.
So, we no longer have to enable root to use CUPS, we just have to spell the cupsctl command parameters correctly!
