If your hard drive crashes, then your screwed unless you made a Lion Recovery HD USB
If your OSX crashes, you can boot into the Lion Recovery HD partition on the boot drive and do some fixing, but not to the whole drive.

Or any other option? Can i get this issue resolved from a apple store? If yes then will it be free or they will charge for re installation of OS.

Not remotely true. All currently shipping Macs are capable of booting from Apple's servers via the internet and re-downloading the system that way if the recovery partition on the hard drive fails.
