I agree with that, it's potentially serious.
I can go to a reputable image library and buy my images from them, with a good assurance that I'll have the rights I need for publication.
I can go to Wikipedia and take images that are in the public domain at zero cost.
Clearly, the Wikipedia images are cheaper. I'd also argue that they are safer because, if I use public domain images, I have an iron-clad guarantee that I won't get into trouble.
Price has nothing to do with the safety of the image.
