Can you put Lion and Moutain Lion onto a once widow computer if you remove all windows operating systems from it?

If the computer in question is a sufficiently recent Mac, then yes, 10.7 Lion can be installed.

And on a recent Mac, you can run combinations of OS X 10.7, Windows, Linux and other operating systems, all booted from the same disk and (with an available add-on virtual machine package) all running together.

If this is a sufficiently-old Mac computer, then no, 10.7 Lion won't install.

If this is (as I expect) another random x86 or x86-64 box, then OS X isn't licensed for that.

The official specs and details for Mountain Lion are not yet available AFAIK. Anybody that knows about that stuff right now is probably covered under a non-disclosure of some ilk.
