How do you buy a movie using an Apple TV 3
When I select a movie I see a button for rent in HD. I do not see an option to buy or to access SD. Why?

Renting that particular movie may be the only option on the Apple TV. The copyright holder tells Apple what formats to offer to Apple TV (SD, 720p, 1080p) and whether to offer it for sale or rent or both on the device. Check in iTunes on your computer and see if it is available for sale in HD or SD.
The movie in question is available in both HD and SD for rent and purchase.
But I only see Rent HD as an option. Can you buy movies on an Apple TV or do you have to do the purchasing on a PC?

Then renting is the only option available for that specific movie on the Apple TV. If you wish to purchase the movie, you'll need to do it through iTunes on your computer.
As I said, the copyrights holder's control how, when, where and in what formats movies are available. On the Apple TV some movies can be rented, some purchased, some both. It may vary by movie and movie studio.
