This pop-up has frozen Safari. I have not clicked OK. I am not able to close Safari without a Force Quit. When I re-open Safari the pop-up is still there. Any suggestions?

Try this..
From your Safari menu bar click Safari > Preferences then select the Privacy tab.
Click: Remove All Website Data ...
If necessary force quit Safari then relaunch.
Hold down the shift key while clicking the Dock icon to relaunch.

Thanks for the help Carolyn. Almost all of the items in the Preferences menu were greyed out.
I am pretty sure nothing would happen if you clicked OK though
