If you are referring to the Mail program from Macs or iDevices, no.

i mean i want to install apple mail programm on my windows laptop is it posibble? i can't find apple mail programm /windows exe file./ same as safari browser!, it's possible to install windows.

Sorry, no there is no version of Apple Mail for windows.
