Android does not do what you described.
It is a single window focused OS just like IOS.
If you are watching a YouTube video, you cannot be surfing the net or listening to a Internet radio station at the same time.
If you want to do that, buy a laptop.

Android DOES do what I described I.e true real-time multitasking and the ability to switch between open apps/games/websites windows in real-time via a multitasking button.
IS this possible with iOS 5.1 on an iPad 2?

Read it to understand how multitasking works on the iPhone and why it works in the way it does to maximise phone performance and battery life.
You can easily listen to Internet audio and surf the web or watch a video at the same time. Although how you could physically watch a YouTube video and surf the web at the same time is a mystery since both would be using up the whole screen.
