Iphone 4 network issues

Hello,

I purchased a brand new Iphone4 unlocked from the apple store at orland square mall.

I live in israel and when im trying to access the 3g network, it dosent work, and im only

allowed to use Edge (the slower network)

I tried to find a solution at my carrier, but they told me everything is just fine from them.

I tried restore my iphone to iOS 5.1 and the problam still occur.

I need to know if the iphone is locked for any 3g network, and if you have a solution for me?
