Q: How can I get iOS 4.0 on my iTouch? iTunes says I have the latest update but it is only 3.1.3

How can I get iOS 4.0 on my iTouch? iTunes says I have the latest update but it is only 3.1.3 and some of the apps that I used to have no longer work cause it says they require iOS 4.0?

iPod touch, iOS 3.1.3

The original iPod touch can't run an iOS version newer than 3.1.3.
