Okay, I understand that you can't use Facetme on a PC. The question that I have is whether there is any way to have a visual conversation with someone on a PC if you are on an Apple product. I know that there is a Skype app at least for the iPad, but I assume that using the app will require that a mac user install the app also.

No. Facetime can not interact with any other video chat service/client and there is no clearinghouse to connect the two. You would have to install something like Skype on all clients that want to connect to each other.

How does one ask Apple to prioritize facetime for Windows, Facetime is FAR superior to other alternatives but everyone does not have a MAC or an iphone.
