Q: My Ipad is locked up it will not shut down or turn on

My Ipad will not turn off or completely turn on the rotating circle in the middle of the screen is all that's running. When pressing on the button to turn it on or off it does nothing.

Press and hold BOTH the power and home buttons at the SAME for time about 10 seconds (ignore the red slider to shut down) until the Apple Logo appears, then let go of both buttons.

I did this and it didn't work tried it a couple of times even longer. Any other suggestions?
