So I guess my method only worked for me?
Sign into account using iTunes. View account details. Edit payment. Re-enter the code from the back of your debit/credit card. Hit Done. Hit done again on next page.
Proceed to purchase a free or paid app. Enter security questions and (hopefully) it will work this time.
I was getting the same error until I did this.

Just spoken to the iTunes wing. Very helpful and knew of the problem. Set up another 'temporary' account and passed message to engineering to delete all traces of my original ID. This should enable me to use the original details when opening a 'new' ID. Both IDs I set up have been able to buy apps.

Interesting. I just received 2 email updates to this discussion so I just tried to update apps on my iPhone and also install a new (free) app, and it worked! The only difference was this time I didn't provide the optional email address after the 3 security questions.
I also still received the "iPhoto (and 12 other apps) are unable to be downloaded now" (or words to that effect) but the new app promptly downloaded and installed.
I also had problems signing in to the Apple Discussions forum to post this, so wonder if there is an overarching issue with the way Apple's authentication services are working at present.
I just hope my account is now working thanks to someone at Apple seeing this discussion and manually intervening.

Hey I tried this [basically] from my iPhone 4S. I've experienced similar issues like this since first using my AppleID waaay back in the day as they say, especially since iPhone  & every time it has to do with a little quirk with your Apple ID & payment Info. Here's what I did on my iPhone 4S but is same with almost ALL iPhones & iPods & fundamentally the same w/the iPad as well & all Apple devices using iTunes. It's one of those things so simple it's complicated-for us veterans anyways & for those of you newer to this just know it's fundamentally the same-just a little bit different as far as the interface of getting to it from each different yet great Apple device:). Anyways, here's what I did on my iPhone, hope this helps;
1) click on settings
2) go to Store Settings -or- Apple Store Settings
3) click on "View Apple ID"
a) enter your AppleID password when prompted
4) now click on payment method
5) select "None" as described above
b) then select "save" or "done"
6) back-out completely now like your going to use your iPhone/device as usual
7) locate your App Store App & select/open it
8) search for & select a free app you like -or- a paid one, doesn't matter yet
9) enter your Apple ID password when prompted & it will AGAIN take you to the 3 questions thingy (technical term;))
10) choose your 3 questions & their answers accordingly
11) now I left the rescue email or whatever it's called if otherwise blank but I don't think it matters as my friend entered hers while we did this together on our separate accounts & in the end both ways worked. Again I doubt it has anything to do with that-it's about some kinda scrub in the system needed or whatever (scrub sounds good/appropriate/like I actually know what I'm talking about;) -which I think I do here actually however;))
12) Hit "Done" on keyboard pop-up thingy (that tech term again;))
a) then hit "Done" or "Save" at top left of window/screen &
If you DL'd a free app;
A pop-up will say you can now DL the App "Such-n-So" (or whatever it's name is)
a) go back into settings & re-enter your cc info under Payment Method in App Store Settings in Settings & Voila! Good as new!
If you DL'd a paid App or selected to do so I should say;
A pop-up will ask you to enter your payment method CC info
a) enter your cc info again & confirm your billing address info & stuff at bottom in case different than your Apple ID one then enter your cc billing address info & if same as Apple ID one then confirm it anyway;)
Voila! A pop-up will say thank you...yada yada! & your App DL will begin as usual.

I found a solution to this problem. If you have a PayPal account, try setting IT as the default payment type when you have to verify the AppleID info via iTunes. I found that by using PayPal as my payment provider, some of the rigid checks/balances required for the AppleID info to match on iTunes before a purchase is approved is reduced (because presumably all the "heavy lifting" of the financial information is handled by PayPal). Once I had conducted several successful transactions paying via PayPal (I waited several days), I was able to flip back to using my credit card info to pay for items with no problem.
I've also heard about people who bought and redeemed gift cards in iTunes were able to get around this That would make sense if it's a problem on Apple's end (since presumably the engineering path to redeem gift cards is more stable than the everyday purchase path).
Had this problem yesterday while attempting to download free apps from App store on iPad4. Would ask me to update various pieces of billing information, Title, phone #, then display error message when I'd click done and not save changes. Spent a few fruitless hours trying it on different machines through itunes, PC, Mac, iPads then on a whim went to apple home page and simply 'CHANGED THE PASSWORD' for my apple id. Presto...next time I tried to download the free app, it took me through the same process but this time the entry page displayed the changes I had been trying to make. Clicked 'done' and download completed just fine. This solution might not help every case but worked in this instance.
