Hello I am trying to face time a Spanish mobile number from my iPad and I can not get it to work.

You'll have to use the mail address instead of the mobile number.

Why can I not just use a mobile number like I do in the uk. I am wanting to FaceTime their mobile. Do I still have to use the mail address and not mobile number

Did you ever call this person via FaceTime in the UK? Is FaceTime activated on that device?
If you could use the phone number in the UK to facetime an iPhone, the number should still work.

If you're outside of the UK, did you check your W-Fi settings?
