Strictly speaking, US keyboard. (Slightly different from the UK keyboard.)

Can I change to a bilingual writing in English and Arabic.

Yes. Enable one (or all three) of the Arabic keyboard layouts from System Preferences > Language & Text > Input Sources. Also enable Keyboard & Character Viewer and select the “Show Input menu in menu bar” option. You'll get an Input Menu (identified by a flag) in your menu bar; you can switch between keyboard layouts with it. Using Keyboard Viewer, you can identify how to use each layout. Settle on the layout which best fits your needs, disable the other Arabic layouts, and set a shortcut to switch input menus. This way, you can switch from typing in English to typing in Arabic and back with a keyboard shortcut.

Note that not all apps have good support for Arabic. Mellel

is an excellent word processor in its own right, but it is particularly distinguished by good support for RTL languages (Arabic, Hebrew).

You can create a user in one language and then have fast user switching choose a language a delete all others ,there hundreds of languages but apple does not support all ,also it says that depending on the order you make your menu some interface will still be in first choice. I use Finnish Swedish and English and sometimes I found English Help Center in Finnish interface but it does not go deep though.

As I was writing this reply my Safari went off I am sure Apple is reading my reply and does not like it !

I use Finnish Swedish and English I have 2 user accounts in each language and use Fast User Switching ,but still i find Help centre in English on Finnish language preferences and it takes a few re bootings ,there are hundreds of Languages so I do not know if there is support for this.

Finnish has no Dictionary and spell checker so that is my gripe ,Apple should have a dictionary of all computer terms it uses on the system and Explained in any language and i want bi lingual interface or some way so i do not have to keep switching back and forth. lots of Help tags in different languages Dictionary link with Help centre.

I want to learn Finnish and computer in Finnish using interface and language preferences.

You have to play about with language and text preferences sometimes they do not open.
