Yes. Enable one (or all three) of the Arabic keyboard layouts from System Preferences > Language & Text > Input Sources. Also enable Keyboard & Character Viewer and select the “Show Input menu in menu bar” option. You'll get an Input Menu (identified by a flag) in your menu bar; you can switch between keyboard layouts with it. Using Keyboard Viewer, you can identify how to use each layout. Settle on the layout which best fits your needs, disable the other Arabic layouts, and set a shortcut to switch input menus. This way, you can switch from typing in English to typing in Arabic and back with a keyboard shortcut.
