No, this is NOT true at all.
You are able to use the Youtube, iTunes, and the App Store as soon as you want without activating these Apps.
You will need an internet connection to use these Apps though.
*Facetime will NOT work in UAE by law.
Facetime DOES need to be Activated.
iOS: FaceTime is 'Unable to verify email because it is in use'
The ONLY way you'd have to pay is if that iPad is a 3G version and they want you to sign up with them for the cell connection. (which I personally would not)
If you buy an iPad from a retailer, say Best Buy, you bring it home, hook it to your computer, fire up itunes, activate it and enter your internet info, etc (passwords, etc) and youi're ready to go. You do not have to pay to turn it on.
And even if you bought a 3G version, you can run it without activating its cellular coverage. Some people go months before activating the 3G.

You are welcome. On a serious note I trust you enjoy your iPad. Pomfein gave you the link for the user guide. Read it through at least once so that you know where you can return for help. Also, keep an eye on this forum and you never know what you will learn as you have just experienced.
