Failed to activate iphone 3GS after factory restore.

I followed the unlocked instruction from AT&T to restore my 3GS iPhone from factory settings. After completing restoring, follow the steps to set up the phone and stuck at activation screen. I inserted AT&T SIM card and connected to iTune but still failed to activate with following error message on iTune:

"There is no SIM card installed in the iphone you are attempting to activate. Please disconnect and insert a SIM card in the iPhone."

I have retry several times (including disconnect and reinsert the sim) but no luck. Any help would be much appreciated.

Thanks.

I have had the same thing for almost a month now..

you would not believe the run around I am getting from this. I even had a store employee tell me it was a hardware issue and that I had to buy a brand new iphone 3gs for ONLY $150.

uh.. no thanks. It was working fine and dandy three weeks ago before I had to upgrade to ios 5.1!!! This is a joke

here is the latest update:

If you jailbroke your phone before, your host files have been modified and cannot communicate to apples servers.

I talked with a high level tech support at apple today, and he told me my phone is officially unlocked, but they can see when I jailbroke the device and that the host files aren't working.

Therefore, I have to either modify the host files to correct the problem or restore the iphone with another computer.

I am going to try both suggestions and see what I can do.

If you don't know how to modify host files, I wouldn't try it... I have read endless forums of how to do it. It's not terribly complicated if you are familiar with terminal and text edit on a mac.

Well, according to my own experience at&t SIM card has no help.. I have an at&t SIM card and it will not activate either.. on the contrary, my brother has an iPhone4 and he was able to activate using a non at&t SIM. So I guess problem is an earlier jailbroken 3GS.. even if you can restore it to factory settings with upgraded firmware, it will not activate and unlock!

I have updated my firmware to 5.1.1 with a baseband update (baseband is the phone software).. you can easily jailbreak but you cannot unlock with iPhone baseband.. you have to upgrade to iPad baseband first, then you can easily unlock and start using your phone. (Google for tutorials)

Pity, I have struggled for about a month to activate my iPhone through apple/at&t authorization.. they could have informed me at first place that my phone will not (or may not) activate.
