That's the same issue I'm having using my iPhone but not my iPad. I go through the whole process with answering the security questions and then get the reply that "itunes store cannot process your request, Please try again later". I've tried repeatedly for four days. What to do?
Same here 3GS. Cannot download an app. Changed my Apple ID password. Updated the irritating security questions several times. Rebooted phone.
Tried downloading the app from iTunes on my computer. Still no luck.
Same problem on my iPad.
I had to create a new apple.id. Now my phone works again. Yayyy.
I was able to download the app today, on my laptop.
Then was suprised to see it automatically appear on my iPhone.
Yup, can't download apps from iphone, iPad or Mac mini. Doubt the issue is at our end. Also probably nothing to do with the user security changes, it's not like they use that for DRM based on secret questions, it's just used to retrieve your password if you forget. I'm sure they will fix it when they realize that the $$ stop rolling in.
Seems to be a lot of folk with the problem tonight. I've not had luck with my iphone, ipad, or computer. I can't update applications, can't download purchased music. I've changed credit cards, logged in and out of the store, rebooted soft, rebooted hard, checked the DNS server of the router, and tried using 3G alone. Nothing lets the applications download. The waiting bar just sits there for minutes until the machine times off. Shutting down and starting up causes it to say "Error, can't purchase YYYYY at this time." On my computer, I get a dropped interenet connection error.
I'm having the same problem, i.e., it won't allow me to update the security info by answering the three questions. I keep getting the error on my iPad, Mac and PC that it can't connect to the iTunes Store and try to try again later. I've been on the phone with Apple, but they have no fix and think it's a problem with my account, which it obviously isn't. It's been escalated and I sent my contact a few threads showing it's a system error, but he's out until Tuesday so I don't expect a quick fix. If anyone has a solution, please post (the above one didn't work for me).
I've been struggling with the exact same situation. (And I have the same issue whether I try to buy an app on my Mac or my iPad.) However! I just tried something that fixed the problem. After answering the three security Q&A's, I left the recovery email form blank. For whatever reason, this did the trick: it accepted the three security Q&A's and allowed me to download the app.

Wow - I've been struggling with this for weeks and just tried your suggestion and it worked! Thanks!
Go to settings>store>Automatic Downloads and turn on music and apps.
That's how I got my apps to download again and work whenever it said cannot connect to itunes store.
