iPhoto was installed using an old apple id account that i no longer use. When I go to update iPhoto in the App store it asks me to sign in as my old apple id. Is it possible to fix this so it only associates everything with my new apple id account?

There is nothing to fix.
All purchases will always be tied to the account from which they were purchased. You will always have to update all apps using the account from which they were purchased.
